MR CHURCHILL AND THE FLEET

EXTENSION OF THE LONDON DOCKS. London, September 25. The Port of London Authority has accepted S. Pearson's tenders, amounting to £2,350,000 for the first part of the scheme Lord Devonport outlined in January, 1911. This includes the extension of the East and West India, Tilbury and South Albert docks. THE 1911 WAR SCARE. London, September 25. The Daily Telegraph says that the Brussels War Office has learnt that the French staff has altered its war plans'as ai result of the 1911 war scare. Hitherto the first and second French army corps have been ordered to stay on the eastern frontier to repel any invasion of the Vosges Mountains-. In future they will be ready to dash to the Belgian frontier, where the Belgians will assist them if the Germans invade, their territory.
rUTUMAYO RUBBER OUTRAGES
Lima, September 25. The Chamber of Deputies censured the Minister of Foreign Affairs for his indifference regarding the details of the Putumayo rubber atrocities. TARIFF REFORM. London, September 25. ' The Duke of Westminster, Sir Charles Wyndham, Sir Francis Trippell and others are organising a £250,000 fund on behalf of Imperial preference and tariff reform. The founders at a dinner subscribed £21,250, including the Duke of Bedford's subscription of £SOOO, and sixteen other subscriptions of £IOOO each.
