The Emperor Francis Joseph's speech from the Throne indicated that the situation in the Near East was unsatisfactory, and he hoped the Triple Alliance would be able to secure peace. He added: The monarchy must guard our own interests.
Herr, Berchtold, addressing an Hungarian delegation, said that in such an unsatisfactory .situation Turkey cannot exist without a grave reaction in the neighbouring countries. The present position was by no means reassuring. Ho forshadowed heavy increases in the Army and Navy December delegations.
