London, September 22. When M. Sazanoff reached Victoria a man rushed to the carriage, flourishing a placard, shouting "Clear out of Persia!" The detectives seized him. He proved to he a member of the An-glo-Persian Committee, and has been released. The tension in the Balkans is increasing. Sir E. Grey and M. Sazanoff have strongly warned Bulgaria against her bellicose attitude. The Mussulsmans in Diakova .and Ipek have threatened the Porte with a general insurrection if it entertains M. Berchtold's proposal. IN ARMENIA. Constantinople, September 21. In the Armenian National Assembly there were stormy speeches. The Government was accused of unwillingness and inability to maintain public security in Armenia.

The Bishop of Pera favoured demanding arms from the Government, and if, refused, declining to pay taxes.
