FIGHTING CONTINUES. CHRISTIAN HOMES SACKED. (By Electric Telegraph.—Copyright.' (United Press Association.) London, September 20. The Times’ Constantinople correspondent states that the Italian delegates have submitted a counter proposal, virtually amounting to the sale of rights over African provinces. It is believed that the Council and Ministers have instructed the Turkish delegates that they are unable to discuss monetary compensation for the loss ol rights if- Italy does not make better proposals, and that it would be preferrablc to suspend negotiations. Martial law has been proclaimed at Scutari, whither a division of troops is proceeding. Three days’ fighting ensued in the Tiizi district. Twenty-five soldiers wore killed and G 5 wounded. One hundred and eighteen Madlisori were killed,' pud 97 wounded. Refugees report that 'half the Christian houses in Gusinje have been sacked. There are similar reports from Ipek. Reuter’s Belgrade correspondent says that there is intense excitement over the circulation of a foundationlegs report of a general mobilisation. Tradesmen believed that war with Turkey was impending, and business is at a standstill. A NGLO-FRENGH DEVELOPMENTS (Received 8.30 a.m.) Berlin, September 20. Semi-official utterances regarding the Anglo-French developments in the Mediterranean suggest that Italy, as a condition to the renewal of the alliance asked the Allies to guarantee her policy for the maintenance of the balance of power in the Mediterranean. The Frankfurter Zcitung accuses M. Dclcassc of seeking to intimidate Italy into the abandonment of Tripoli.
