! ' iLudl (By Electric Telegraph.—Copyright.) (United Press Association.) Sydney, September 17. The Assembly negatived, by 36 to 23 a motion to consider as a matter of urgency petitions from the bar and ■the Counsels' Incorporated Law Institute against the Meagher Reinstatement Bill.'

In the Assembly, Mr Donaldson, in moving the second reading of the Meagher Bill, said that it was a serious matter to attempt to take the step proposed, but there was no other way of re-opening the case. Mr Meagher could not re-submit himself to the courts. The debate is proceeding.
