THE MAYOR’S LOAN PROPOSALS.

The special mooting of the Stratford Borough Council hold last night to discuss the Mayor’s loan proposals must 1)0 considered an important one. Mr Kirkwood’s speech in opening was

a thoughtful presentation of a good case, and from the discussion which followed there are indications that every member of the Council agrees that a loan for improvements and public works is a vital necessity at this period of Stratford’s history, so that, as the Mayor expressed it, the town “may keep in the van of pro-

gress.” There is, however, diversity of opinion as to the sum which ought to he raised, for, of course, it is not a question of the amount required to do all the work we should like done, hut flow much the Borough can honestly stand for expenditure on the most

necessary works. Therefore it is well for the Council to make haste slowly and to take the ratepayers most fully into its confidence. The report of last night’s meeting will he carefully read ami the further proceedings of the Council closely watched. Of one thing we may be sure: the Council is in earnest in its endeavour to advance the town’s interests in the host possible way.
