O SOUTH (AFRICA MAKES A BID FOR MORE MEN. (Received 17, 10.5 a.m.) Capetown, April 16. The Union Assembly adopted a clause in the Settlement Bill empowering the Government to make allottments of Grown lands to overseas applicants. Sir W. T. Smart urged to securing of a share of the emigration now being built up by Canada, Australia, and New Zealand.
