(Received 3, 8.5 a.m.) - London, April 2. “The Times’ ” Toronto correspondent reports that the Government was forced to abandon the Tariff Commission Bill, and the Highways Subsidy Bill, owing to the Senate insisting on amendments.

He expresses the belief that this marks the beginning of the constitutional struggle. Parliament has been prorogued.
