AN EARLY ROMAN DEFENCE PROPOSITION. ANGLO-AMERICAN TREATY. (Per Association ).,, .... Washington, March 30. Senator O'Gorman, before the Senate Canal Commission, asserted that the Anglo-American treaty gives America the right to fix different tolls for American ships passing through the Panama Canal. He declared that i'C was preposterous to require the United States to pay tolls on its own battleships. Colonel Gocthals, chairman of the Canal Commission, proposed a unique scheme for the defence of the Panama Canal. He suggests to drive, out the inhabitants and allow the zone to become a jungle, preventing any possible enemy receiving an advantage.
