DEMOCRATS WANT NO MORE j BATTLESHIPS. THE PANAMA CANAL. (Received 30, 8.5 a.m.) Washington, March 29. The Agricultural Department is anxious to throw open the Panama Canal zone to farmers. There are vast agricultural possibilities. The Department of War objects on the ground that such action would interfere with the military defences. The Democratic caucus adhered to its decision not to increase battleships in the present year. The Secretary of War declares that the decision is" short-sighted and iinstatesmanlike. He deprecates the military value of the fleet as an insurance against war. The Democrats lost sight of the absolute necessity for the United States commanding the Pacific.
