(For Press .Association.') jNapier, March 26. - Finding nominal fines ineffective in suppressing liglitless bicycle oflenccs, the Magistrate, Mr. McCarthy, yesterday said he intended to expand the fine by increments with a view to stopping the dangerous practice. A large number of offenders were mulcted in £2 and costs. TT ~ , A youth named James Harold Dodds pleaded guilty to stealing three bicycles, and was committed to the Invercargill reformatory for six months.
