Britain, America, France, and Germany are protesting against the An-glo-Belgian loan of a million sterling signed on the 14th, and ratified by the Nanking Assembly.. The loan is a first charge on the Kalgan railway, and is described as violating the conditions embodied in Notes previously exchanged between the President, the four nations and the banks .
