BRITAIN AND GERMANY.
FOUNDATIONS OF AN UNDERSTANDING SECURELY LAID. TO CONVINCE THE GERMANS. (By Electric Telegraph.—Copyright.) (United Press Association.* (Received 23, 8.15 a.m.) London, February 22. The “Telegraph,” from a well informed source, states that the foundations of an understanding between Britain and Germany are securely laid, but the difficulty at present is that the German Government, with its full knowledge of British policy, advances beyond the most influential Gorman public opinion. It only remains to convince the Germans that there is no substantial cause of difference, also that the understanding would tend to check rivalry in naval armaments and promote closer commercial relation's. !
THREE EMPEROR ALLIANCE. (Received 23, 8.15 a.m.) Berlin, February 22.. The “Kreuz Zeitung” states that it is Britain’s policy to hold firmly the intimate relations with France and Russia and hem in Germany. The “Post,” representing the milp tary party, urges the breaking-off of negotiations with Lord Haldane and the establishment of a Three Emperor Alliance, giving Russia a free hand in Persia, Mongolia and the Hardenelles. This plan would injure Britain’s and France’s positions in the Mediterranean, destroy the AngloRussian friendship and gain a reliable friend. . ARMAMENTS AN I) COLONIES. (Received 23, 9.30 a.m.) Berlin, February 22. The “Lokal Anzeiger” confidently reports that the Anglo-German negotiations are proceeding satisfactorily, and that it is improbable that the Armaments and important colonial question will occupy any loading part.
