THE FRENCH NAVY.

PROPOSALS FOR A COMPREHENSIVE PROGRAMME.

(Received 8, 9.10 a.m.)

The programme fixes the effective fleet in January, 1920, at twenty-eight battleships, ten scouts, and fifty-two seagoing torpedo boats, at a cost of sixty millions sterling. The trend of the debate is that the programme is inadequate in view of the naval strength of the Triple Alliance. M. Laneshan declared that France must be master of the Mediterranean. Britain would never abandon her interests, but her fleet would be with France.
