The “Times” Washington correspondent, referring to fiscal legislation, which even the extreme protectionists admit is inevitable, declares that the reform movement has become active in consequence of a growing suspicion that the tariff is “the mother of the trusts.” He adds that it is a social or political rather than an economic issue.
