THE FRENCH PREMIER’S VIEW. (Received 22, 9.-15 a.m.) Paris, January -21. The Premier, replying to Tho Hague Convention, holds that the Turkish passengers on the Manouba, who were seized by the Italians, must be considered as belonging to the hospital service until the contrary is proved.
