SEVERE FLOODS.
RAIN AND CYCLONES IN PORTUGAL. PORTIONS IN UNDATED. (By Electric Telegraph.—Copyright.) (United Press Association.) (Received 22, 10.-10 a.in.) Lisbon, December 21. Owing to rainstorms and cyclones, the Tagus and other rivers are flooding. 4 lie lower parts of Lisbon, Oporto, and elsewhere are inundated. Thousands of cattle have been drowned. The railways are stopped, and gunboats arc patrolling the coast to assist in ease of wrecks.
