Mr. J. Gulland, M.P., spealUng on behalf of the Liberal candidate at Govan, declared that the insurance Bill might contain small gri winces or flaws, out an amending Bill uotdd probably be introduced in 1912 to iemody the defects developed l y practical working. (Received 23, 8.25 a.m.) London, December 22. A special conference of the general federation of trades union membership of a quarter of a million unanimously decided to form a separate section of the federation and become an approved society under the Insurance Act.
