Mr Asquith, replying to a memorial signed by four hundred members of the House of Commons, presented in August, agreed to appoint a Royal Commission to investigate the system of appointments and promotion in tho civil service.
THE INSURANCE BILL
(Received 22, 8.5 a.m.) London, December 21. It is stated that the doctors who are opposing the Insurance Bill are raising a half million guarantee amongst the profession against loss, so as to make a boycott of the Act possible even in districts where the doctors’ organisation is the weakest.

HOME RULE FOR IRELAND

Mr A .Anderson, Commoner, member for North Ayrshire, declared that nobody ever suggested giving Ireland control of Customs and excise. The Government would put Ireland in the same position as British Columbia occupies to Canada.

At the by-election for Ayrshire North occasioned by Mr appointment as Solicitor-General for Scotland the Insurance Bill was the chief issue. It was thought there would be a turnover of many Labour votes .
