An edict announces that the Regent blames himself for the upheaval in China and begged to be relieved cf the Regentship. He was granted a retirement pension of fifty thousand tael. The edict adds: “Hereafter all responsibility for political affairs is entrusted to the Premier and Cabinet, whilst the Empress-Dowager will be associated with the Emperor in ■ the promulgation of decrees.” At a State function the revolutionaries at Shanghai paid a quota equivalent to likin collections, ensuring the monthly instalment on tho Anglo-Ger-man loan.
