CHINESE CIVIL WAR.
THE REGENCY LAPSES. Pekin, December 7. Chum resisted the Regency, which has lapsed. Huu-Shil-Chang and Shi-Shu, Grand Councillors, have been appointed guardians. REGENT BLAMES HIMSELF FOR THE UPHEAVAL. PLANS FOR THE FUTURE. (Received 8, 8.5 a.m.) Pekin, December 7. An edict announces that the Regent blames himself for the upheaval in China and begged to be relieved cf the Regentship. He was granted a retirement pension of fifty thousand tael. The edict adds: “Hereafter all responsibility for political affairs is entrusted to the Premier and Cabinet, whilst the Empress-Dowager will be associated with the Emperor in ■ the promulgation of decrees.” At a State function the revolutionaries at Shanghai paid a quota equivalent to likin collections, ensuring the monthly instalment on tho Anglo-Ger-man loan.
