The Defence Bill prepared by the Government is modelled on the Swiss system. It will entail a cost of £300,000 in addition to the present cost of defence and police. The first line consists of 2500 permanent mounted rides and 25,000 active citizens force, aged from 17 to 25. The second line consist of citizens aged from 21 ro 45, who have been trained or learned to use the rillo. The third line consists of the national reserve, aged from 17 to 00, who will bo called out in case of grave emergencies. Only citizens reasonably required for defence will be trained. Training consists of as many night drills as may be required for recruits to the ranks, plus eight to fifteen days’ continuous training annually. The remainder of the citizens will have Rifle Association training, in addition to paying £1 yearly for 24 years. It is proposed to establish an elaborate military college. Coloured inhabitants are not included in the scheme, A ballot will be a ranged if the citizen force proves inadequate.
