Ottawa, November 22. It is announced that a close consultation' will be held with the British Admiralty for the development of a scheme of Canadian defence. Mr Borden asserts that tlio present policy is merely a political makeshift, is wasteful ard will only provide a navy which would be obsolete when completed.
