Professor Scliiomann, in an article in the “Kreua Zcitung,” says that Britain, by reason of the obligations under the Franco-British Moroccan agreement of 1904, occupied a position similar to Germany’s in the Bosnian crisis. There had boon no threats from the British Government. Neither was Mr Llovd-George’s speech instigated by the Cabinet; It did not possess the significance attached to it. Nevertheless it occasioned great harm which it was regrettable Britain had not corrected.
