The by-election for the Oldham seat, rendered necessary owing to Mr. Emmett being raised to the Peerage, resulted : Mr. E. R. Dennis (Unionist) 12,255 Mr. Stanley (Liberal) ... 10,623 Mr. Robinson (Labour) ... 7,448 PASSIVE RESTSTEPS TO BE' CONSIDERED. London, November 14. In the House of Commons, replying to a question, Mr. Asquith declared the Government intended during the present Parliament to. remedy passive resistors’ grievances. Mr. Lloyd-George’s amendment, giving Scotland a separate insurance fund, controlled by separate commissioners, lias l)oon adopted. FINANCING THE INSURANCE BILL. PROBABLY NO INCREASE IN ’TAXATION. (Received 15, 8.55 a.in.) London, November 14. Mr. Ay la nd, Under-Secretary for Foreign Affairs, at Hackney, declared that if the Government were able to reduce naval expenditure they could finance the Insurance Bill without increasing taxation.
