Ottawa, November 3
Mr. Borden, the new Premier, in a speech at Halifax, announced that a scheme for the encouragement of agriculture, the development of the highways and the regulation of the tariff on purely business principles, through a permanent tariff commission, would in' gone on with. So far as reciprocity was concerned, he believed true reciprocity would he found,within the borders of the British Empire.
