A correspondent of the "Manchester Guardian." September 22nd, says: "There lias been no secret made of the fact that Sir George Sydenham Clarke lias critics among Lhe_ hidebound Tories in the Indian Civil Service who consider the eminent Governor of Bombay to bo too progressive. Government House at Bombay became rather boycotted. But that passed over, and then racing in the Bombay Presidency became as groat a nuisance as racing within the London metropolitan area used to he. The Governor of Bombay has limited the Western of India Turf Club to six days' racing in the year, and has abolished bookmakers, stating that 'totalisators' will not be interfered with, provided they don't become a menace to commercial honesty. The hall'-!)!'ck that Simla society is throwing at Sir George is declaring that lis is giving Government sanction to t 'totalisators,' and that he is licensing a new form of gambling. ' The fact is that if the present half-brick fails to hit Sir George, some of his enemies will soon try to find another.
