Colonel Seeley has outlined a scheme for bringing Britain up to a fiigfi standard of aviation efficiency, especially in regard to tpoedy monoplanes. * A hundred officers will be trained as observers and pilots. CAUGHT IN A GALE. (Received 1, 8.5 a.m.') New York, October 31. Fowler, the aviator, was caught in ,i gale at Tucson, and crashed into a grandstand at the University athletic field, where there were Hundreds of jpectators. There was a panic, and numbers were hurt, but not seriously. Tne machine was partially wrecked. Fowler was uninjured.
