WAR STAFF AT THE ADMIRALTY COLONIAL INTERCHANGE. London. October 31. The "Daily Tokgraoh" states that Mr. Winston Churchill creates a war staff at the Admiralty in order to sutd.y the navy's needs. The light is continually changing in the international navy situation, and on the nations' aims. He will tho overseas dominions to establish navl war staffs, leading to interchange of officers.
