' AN IMPERIAL EDICT

Lech-Ea-Chu, a true Chinese, has succeeded a Manchu as President of the Assembly.

Chao-Ping-Jhnan, also a true Chinese, is tho toremost politician amongst i'uan-Shi-Kai's supporters, and lias superseded tiie Manchu .Minister of tno Interior. Foreign troops marched round the foreign concessions at Tientsin. The demonstration was intended to impress the natives. 1 The Commissioner, of Customs has received a letter signed by Hu-Yen-on behalf of tho Revolutionary Committee, announcing that, he shortly intends to seize Tientsin and Pekin, adding that ho intends to abolish all likin duties. He advises all foreign employees in the likin departments to obtain situations in tne maritime Customs. An edict published in the name of the Emperor blames tiie officials and gentry for the embezzlement of public funds, and declares that the edicts frequently promulgated are not obeyed. The Emperor is not allowed to hear the grumbling or to see the disaster looming ahead. The whole Empire is now seething -with discontent/ and the people's minds are perturbed. The edict adds that the spirits of nine late emperors arc unable to proporly enjoy the sacrifices made to them, and'it is feared the people will suffer grievously. "All this is my fault. I swear to carry out reforms, and with our soldiers and people execute the constitution faithfully, modifying legislation, abolishing hardships; and realising the union of the Manchus and Chinese," concludes the Emperor. HOPES FOR THE FUTURE. (Received 1, 8.5 a.m.) London, October 31. Much satisfaction is expressed in Far Eastern financial quarters in London at the granting of a constitution ensuring China a strictly limited monarchy, indicating that there is a prospect of stable Government reforms. It is fully hoped that the present troubles will lead to a greatly improved financial status, and an equally improved general administration.
