London, October 24. Mr. Alfred Emmett, - Chairman of Committees, and Sir Edward Stracicy nave been raised to the peerage. Additional Ministerial charges are is follows Sir Charles Hobhouso to bo Chancellor of the Duchy of Lancaster; Mr. Walter Run ci man, President of the Board of Agriculture; Mr. J. A. Pearce, Minister for Education ; Mr. Thomas McKinnon Wood, Financial Secretary of the Treasury; Mr. F. !). Acland, Foreign Undersecretary; Lord Emmott, Undcr-Sec-retary for the Colonies; Lord Lucas, Parliamentary Secretary for Agriculture. Mr J. H. Witley is to be proposed as Lord Emmott’s successor. The changes will involve by-cbc-tions for Oldham, South Somerset, and East Bristol. The “.Chronicle” urges the establishment of a Ministry, rjf Labour to consolidate the present overlapping in labour matters by the Board of Trade, the Local Government Board, and the Homo Office. Shopkeepers are arranging a camnaign against the Shops Bill, which benefits assistants but ins not reduced shopkeepers’ hours. The latter are now favourable to the Early Closing Bill. Hitherto they have strenuously resisted it.
