COMPULSORY MILITARISM
NOT WANTED IN BRITAIN. London, October 23. Lord Haldane, Minister for War, speaking at Chelmsford, said the country was unable to maintain an army on a Continental scale except by compulsory service. He could not sec a possibility of either party seriously proposing compulsion. There was no justification for the pessimism over the Territorials.
