MAJOR STOKES’ APPOINTMENT. Teheran, October 18. Russia maintains its objection to Major Stokes’ appointment as milittry adviser , on the grounds of Persia’s inability to employ him exclusively in .the South. (Received 19, 8.5 a.m.) Teheran, October 18. Morgan Shuster, Troasurer-Gouor-il, declares that the success of bis scheme of financial reorganisation is incompatible with Russia’s attitude, and lie blames Russia and Britain for interfering with Persia’s regeneration.
