A SOUTH AFRICAN REPORT

The Harbours Commission, in an interim report, recommends the repairing of harbour and railway finances by means of uniform wharfage rates, irrespective of destination of goods. It advises that the rate shall be three-quarters per cent, ad valorem, and a shilling per ton on imports and a quarter per cent, and sixpence per ton on exports. _ It also recommends the construction of a graving dock at Durban.
