ITALY’S TERMS. (By Electric Telegraph.—Copyright.) (United Press Association.) London, October 13. The “Daily Mail” declares that Italy insists on the relinquishment cf Turkish sovereignty in Tripon. She is willing to give monetary compensation. A HOLY WAR DECLARED. Constantinople, October ’3. The Government lias declared cereals and preserved foodstuffs contraband. Flour is not mentioned. Although the Porto did not adhere to the Declaration of London, nevertheless Cabinet iias decided to observe it in regard to neutrals and contraband. At a meeting of Turkish Deputies, the Oppositionists declined to support the vote of confidence in the Said Pasha Cabinet, while the Unionists were prepared to support them if they resisted Italy to the hitter end. Imam Yahya has proclaimed a holy war in Yemen. The tribes are flocking to the coast. Italy’s command of the sea renders the proclamation nugasocj. ITALY’S TERMS. London, October 13. Constantinople, Octoncr 13. The boycott of Italian goods has begun at various ports. The Bulgarian steamer Italian, laden, was not allowed to discharge here. ■ ! The refusal of journalists to obey the summons of the ( , oui;tmartiaJ to answer charges of publishing articles against the Cabinet revealed the fact that the Grand Vizier had authorised the criticisms. The suspension of several papers has roused feeling■ against. Shevket Pasha for gagging the press. BRITISH REFUGEES. Malta, October 13. Two hundred British refugees from Tripoli are claiming against the Government for losses through their flight, which they declare the British Consul ordered. A SPANISH PROCLAMATION. RELIGIOUS AND CIVIL RIGHTS GRANTED. (Received 14, 8.5 a.m.) Rome, October 13. A proclamation has. been issued conferring on the population of Tripoli tlig freedom and protection of all their civil and religious rights, and permitting them to ho governed by. chiefs under King Emanuel’s patronage. They are not subject to military service unwillingly. Twenty-three thousand troops have already landed in Tripoli. :. ;j FOREIGN CREDITORS PROTECTED. (Received, ijl, 9.35 a.m.) “Rome, October 13. Replying to Turkish protests against the expulsion from Tripoli of tllo officials who were responsible for the collection of taxes to ho applied to the repayment of tins Ottoman public debt, Signor Giolitti states that the Italian Government is determined that foreign creditors shall remain unprejudiced by Italy’s action.
