Native reports from Morocco state that tho Moors at Seluan defeated the Spaniards, decapitating a hundred soldiers. QUESTION OF HONOUR AND GLORY. (Received 14, 8.5 a.m.) Berlin, October 13. Tho conclusion of the first part of tho Moroccan negotiations was not enthusiastically received, which is mainly due to the delays, coupled with tiie feeling that it brought little honour and glory to Germany.
