PANAMA CANAL.
NEW PROBLEMS TO SOLVE. (By Electric Telegraph.—Copyright.) (United Press Association.) Ottawa, September 28. Lord Charles Berestord, speaking at the Canadian Club in \ ictoria, 8.C., said tue opening of tiie Panama Canal would evolve tne greatest problems conceivable, and which the Eng-lish-speaking nations would have difficulty in solving. It was, ho said, impossible to alter the strategical position of one hemisphere without altering the other and. altering the trade routes. On the solution of the problems would depend the peace of tne world. Ho criticised the Declaration of London as weakening the British Navy organisation, and lessening the protection of trade routes.
