COUNTY COUNCIL

.MONTHLY MEETING. The monthly meeting of the Stratford County Council was held on Wednesday. Present: Crs G. A. Marchant (chair), and Crs Mai Toll, Walter, Porritt, Hathaway, Thomson, Christoffcl, Astbury and Maxwell. Training Defense Fcroos. Major-General Godley, Commandant of the Forces, wrote asking for the Council’s co-operation in the matter of military training. The chairman moved that the defence authorities he informed that the Council has no hall of its own but that the Council would use its influence and assistance if necessary to secure halls in the district. Cr Thomson said the ratepayers should net be called on to pay for such things. Cr Asthury said he presumed there would he enough patriotism in the various centres to make it unnecessary to spend much money. The motion was carried. Legislation Wanted.

The secretary ■of the Comities’ Association wrote ro Local Government Bill: —I aril directed by the New Zealand Counties’ Association, in accordance with a 1 resolution passed at the conference held in Wellington, to respectfully request that your Council may take such steps as it deems advisable to submit this question in writing and obtain a pledge from any candidate for . Parliamentary honours at the forthcoming general election in respect of any electorate situate within or partly within the district administered by your Council that, he will, if returned as a member of the House of Representatives, use his best endeavours to induce and ■ assist any Government in office to introduce during the first session of the new Parliament a comprehensive Local Government Bill. The clerk was instructed to take the necessary steps. SViotci" Traffic. The clerk of the Patea County Council forwarded the following resolutions passed by the Council, and asking the Stratford Council to take similar action:—“That Part 11. of the Motor Regulation Act, 1908, ha brought into operation within the County of Patea on and after November, Ist, 1911, and that in compliance therewith all motor cars shall he registered as provided in the said Act’’ ; “thatwnen a motor is being driven or ridden on. a road constructed in a side cutting with an embankment or on a road having a. fall on one side, or on a road bounded by or near to a river or stream, fil’d' di iver or person in charge of such motor shall, notwithstanding any rule of the road to the contrary, when meeting or passing any person riding, leading (jr driving any horse or other' animal, or driving any vehicle, drive such motor on the side of the said yqad towards the embankment, fall, river or stream, and shall, by signalling or otherwise, warn any such person as to the side of the road on which he is about to diivc sucih> motor.” The ' second resolution comes into force lorn March Ist, 1912. .in ; . -no, Cr Astbmy said he did not believe’' in altering the rob- .of f road. Ho would prefer to see power given to drivers of vehicles to enable them to make a motor car stop altogether to allow him to pass. It was decided to reply that the Council could not see its way to pass such resolutions, as it felt they would cause endless confusion. General. Four Huiroa settlers asked for the expenditure of accumulated funds on Aka ma Road.—Decided to spend £-15 on the road. It was decided that Mr Bastin, Midhirst, be notified that unless ho closes the culvert complained of by Mr Goodwin a prosecution will follow. Mr Davis, Puniwhakau, is to bo informed that tho Council cannot spare metal for the making of an approach to his section.

T. E. Lawrence, Kioro, wrote asking that something be done to Haco Hoad to give him access, to his property.—A sum of £lO is to be spent. P. T. Burgess, Purangi, wrote asking the Council to accelerate work on the Mangaoapa lload.—ll. M. Silk, Purangi; wrote similarly.—Tenders are to be called for the work. J. Tarry forwarded a cheque for £1 8s Gd for damage done at Bird Hoad, and apologising for not having had the damage Repaired earlier.—Received. The secretary of the Midhirst Cemetery Trustees wrote asking that the County Rangei - be asked to give mere attention to his duties in the township. Horses and cattle roamed about everywhere, especially in the early morning.— It was decided to reply to tiic trustees that the Council hoped the nuisance would cease now that a ranger had been appointed in the township. The clerk of the Normanhy Town Board wrote;—l have, been requested by the Normandy Town Board to say, in reply to,-your letter received, that an oversight bad been made leaving Stratford out when drawing up the p'tiiicns regarding the Opunake railway, and that it was to late to call in tiic lists, and have fresh ones printed, distributed, and signed.—Received. John Ross, Auckland, brought under the Council’s notice a patent system of t iming macadam roads.—To be thanked for bis letter and informed that the Council’s roads are not such a.; to bo suitable for tarring. Two York Road settlers waited on the Council with a proposed to build a bridge in wood near the creamery. It was stated that an oiler had been made to build Ibe bridge for £9o.—-On the motion of Cr Hathaway it was decided to refer the matter to the engineer and to authorise the chairman and riding mom hers to .call tenders

closing before next meeting if they see lit. The riding members were appointed a committee to inquire into the matter of why Foreman Roberts could not live in Toko. —Cr Marfcll said Roberts desired to live in Toko, but could not got a suitable residence.—The chairman said he had always found Roberts early at his work. He further said that before long the Council would have to consider the whole question of 'erecting residences for their road staff. Ranger’s Rspari. The ranger reported as follows: Daring the past month we have visited the following roads: On the 23rd ult, Milner went to Brookes, Cliinie and Fmnerty Roads and impounded one horse. On the 25th he wont to Cheal Road and Ngaire and found one horse (released). On the 27th 1 went to Waiwera Road and found live heifers (released), and on the Mapuri Road two cows. On the 28th 1 went to,Gordon Road and Tututawa but found nothing straying. On the 29th I found one horse on the Waiwera Road and seven wcanors on the Makahu Read (released). On September Ist I found a bull on the,East Read (released). On the same date I went to Douglas Road, but it was clear of stray stock. On the 2nd 1 went to Midhirst but found nothing at large. On the 3rd, owing to complaints, I went with Milneri to Rowan, Manaia, Palmer and Ronald Roads, and found one horse on. Opunnke 1 Read and two horses and one cow at Rowan (released). On the 4th I went to Radnor and Denbigh Roads but found nothing straying. On- the Gtlu I went to Strathmore but found nothing at large. On the 7th I found six weaners beyond Tututawa. On the Bth I went to Waiwera Road but found it clear. I also visited it on the 10th with a like result. On the 13th I found two' horses on Waiwera Road (released). On the 11th I found one horse on the Tutntawa Road (released before I got to Douglas). On the 15th I went to Midhirst, Yorkand Denbigh Roads, and found one bull and three cows (released). On the Bth 1 impounded four heifers from the Cowan track. On the 18th 1 found live heifers and one cow on the Toko Road (released). On the 19th Milner and myself went round the West Hiding, but only found one cow and three horses (released). In accordance with instructions from the Council 1 have appointed Mr J. Jacqbscn to act as ranger in Midhirst and I understand that he is giving _ satisfaction. , .
