RESTRICTING RACE MEETINGS. PROHIBITING BETTING. (Received 16, 8.5 a.m.) Capetown, September 15. The Union Government lias introduced a drastid 1 'Bill restricting race meetings,, prohibiting betting at any sports gathering except horse racing—then only at the racecourse. The Bill abolishes the business of bookmaking, and prohibits the publication of antepost betting or ante-post information elating to races run either inside or outside the Union. The Government take -2 per cent of the gross takings of the totalisator, plus 2 per cent profits.
