Tho “Daily Graphic’s’" Paris correspondent states that the Russian Government is withdrawing tho money for tiie last loan wnich is still deposited in Berlin, as all French ana muen British money is being called in. The Berlin settlement- at cue end of tho month promises to be disastrous to French finances. The best means to prevent a conflict is, says the correspondent, through the pockets of the people. The “Graphic” adds that German houses are finding it difficult to get paper accepted. QUESTIONS OF PRINCIPLE RAISED. Paris, September 11. It is semi-olucially announced that German counter proposals have been received to raise questions of principle requiring serious and minute examination. MONEY PANIC SPREADING. Berlin, September 11 . The Bourse panic has spread to the provinces. Brokers have received shoals of telegrams containing instructions to sell at any price. Bank and financial shares fell three per cent. Mining shares fell seven per cent. . Meanwhile runs on tho Municipal Savings Bank continue. Many small tradesmen demand a return of their money without tho customary three days’ notice. The “Daily Telegraph’s” Tangier correspondent in a letter from Marrakish, reports that four Gm-mar mineralogists have been assassinated at Sus. FRANCE READY. (Received 12, 9.20 a.m.) Paris, September 11. M. Delcasse, speaking at Toulon on Sunday, said Franco’s fighting material was ready for any eventualities at any moment. THE LATEST. (Received 12, 10.15 a.m.) Paris, September 11. A semi-official note has been issued stating that M. De Selves is considering tno German proposals, and is lilcely to accept those strengthening economical equality between the Powers in Morocco; but it is believed he considers it impossible to grant Germany a privileged economic position .Renter states -hat Germany agrees in principle to French protection, but accompanying reservations invest tho outlook with a seriousness practically amounting to a condominium with regard to telegraph and railway construction. <' Berlin, September 11. The Government is issuing reassuring news, which has relieved the tension on the Bourse.
