NOTES BY THE WAY. No fewer than 0550 persons have signed a petition to Parliament in favour of Mr. T. K. Sidoy’s Daylight Saving Bill, which they believe is in the interests of health and general welfare of the people. A commission to investigate and report upon the co-operative system of constructing public works is advocated by Mr. Poland, who asks the Hon. it. McKenzie whether lie will agree to make such an appointment. Mr. Field has suggested to the (!overnmont that it should intimate what steps it is taking to reduce mortality among native infants, which he says is the chief factor in keeping (ion n the Maori population. The Minister of Defence has bton asked by Mr. Russell whether the Uovornmont will, at an early date, make a definite statement as to whether the new defence scheme is to be carried out on the lines of universal compulsory military training-of the population within the affected ages; and, if not, will it state what classes of the population are to ho'exempted fiom compulsory military training, and whv ; J
