THE KAISER.
A BANQUET SPEECH. Berlin, August 28. The Kaiser, speaking at a banquet held in Hamburg, said the commercial competition of the nations was wholesome, and the nations could commercially fight in peace. His navy, which was developing powerfully, represented the German’s desire for the salt water. He believed that Hamburgers wished to see it further strengthened, so that no one could dispute the place that is Germany’s due.
