TECHNICAL SCHOOLS.

REGULATJONS FOR COMPULSORY CLASSES. The Taranaki Education Board has decided to send to the Minister for Education,- for his approval, the following regulations for the attendance at technical schools of children between the ages of 14 and 17: — 1. Every young person between the ages of fomtocn and seventeen years residing in any school district in which the Act becomes operative is required to attend continuation or technical classes for not less than four hours in each .week (luring which the above classes are held.

2. A young person may apply to, the Board for a certificate exempting him Horn 'attendance, in whole or part at the classes, upon satisfying the Board, of the existence of any one of the following grounds for exemption:—

(u) That he resides over two miles (measured along the nearest road) from the place where the classes arc held. (b) That he has passed a qualifying examination such as Civil Service junior or senior, senior fiee place, matriculation, or other public examination approved by the Board. (c) 'lhat he has attended a high school, district high school, or similar institution for at least two years, or that he has satisfied the Board that he is otherwise receiving a suitable education. (d) That he is unable to attend owing to temporary or permanent infirmity or other sufficient cause. A doctor’s certificate must be procured as evidence of inability to attend on account of ill-health, (c) That he ’is in attendance at a primary, secondary, or other institution approved by the Board.

3. It shall be the duty of any parent, gnaruian, or mupnrver. It shall he the duty of the headmaster to forward not later than the 21st of February of each year to -the secretary of the Board all names that he has received. b. It shall also be the duty of every employer to forward within seven days to the secretary of the Board the names and addresses of every young person who lias entered his service subsequent to February 20th in each year. 7. If any person knowingly employs a young person at any time (other than the ordinary hours of employment) when his attendance is by any such regulation required at a continuation class, or technical class, he. shall lie liable to a him not exceeding two pounds and not less than Jive shillings, or in the case of a second or subsequent offence, whether relating to the same or another young person, not exceeding £5.

8. If any parent of a young person by wilful default or by habitually neglecting to exercise due care has conduced to the commission of an offence under the last preceding sub-section, or otherwise, to failure on the part of a young person to attend a class or classes as required by such regulations, he shall bo liable to the like penalties as aforesaid.

9. All proceedings under the two last preceding regulations may be had and taken ‘by the truant officer or the secretary of the Board in the manner proscribed in sections 154, 155, and 156 of the pr incipal Act. .10. 11. The power of administering corporal punishment is given to superintendents in order to preserve discipline and decorum. It!. The administration of these regulations is vested in the Education Jjoard of the distj ict, which shall have power from time to time, subject to the approval of the Minister, to alter or amend as it may deem tit.
