JEW REFUSED ARMY COMMISSION.

The Ended States War Department has reprimanded Colonel Joseph Garrard, commandant at Fort -Meyer, a suburb of New York, for refusing to endorse the examination papers of Mr Joseph Bloom, a Jewish candidate for a commission in the army. When the matter came to the knowledge of the President he immediately wrote a strong letter to Nlr Stimsou, the new Secretary of War, ordering him to reprimand Colonel Garrard.

The young Jew belongs to a rich merchant family, and Colonel Garrard’s supporters declare that ho had the young man’s money in mind when ho refused to endorse his papers. The President, however, has taken a broader view of the matter, and denounces the idea that Jews would bo subversive to discipline. Ho has ordered that a special examination be accorded the candidate, and his papers ‘signed if ho passes it.
