ADMIRAL TOGO HONOURED. Washington, August 9. - When Admiral Togo visited the Capitol the Senate and the House of Representatives honoured him by adjourning for fifteen minutes, and heartily cheered him. A Bill was introduced into the Senate radically altering the immigration laws. It proposes to repeal tho Chinese exclusion laws, replacing them with persons not eligible to become naturalised citizens, the exceptions being Government officers, travellers, and members of the learned professions. It is not proposed to alter tho existing laws prohibiting Chinese from becoming naturalised 7 citizens. Boards of enquiry are provided for to decide disputed questions regarding the admissibility' of aliens.
