THE KAISER WINS. (Received 1, 9.15 a.m.) London, July 31. The Kaiser’s yacht Aletoor won at Cowes against the Germania. AV kite Heather, and Watcnvitch. King Alfonso steered tho i ipania in the race for tho Commode*' s Cup, finishing second.
