FORMAL BUSINESS. (Per Press Association.) Wellington, July 27. The fourth session of the seventeenth Parliament of New Zealand was opened at 2.150 by the Governor (Lord Islington), with the usual ceremonies. Among those present on the floor of the Council Chamber were the Irish delegates—Messrs. > Redmond, Donovan, and Hazelton. Immediately, after the departure of che Governor, the Council assembled tor the transaction of business. The Hon. W. Cpmcross, in the abof the Speaker, presided, and L |, ie U°n. J. Gpon resuming at" 3 o’clock the mental Hospitals Amendment Bill, providing for the proper care and contiol oi mentally afflicted persons, was introduced by Governor’s Message, and read a first time. Ihe Exornng Lairs Continuance Bill was read a first time pro forma. Mr. Jennings (Taumaraaai) gave notice to move the Address-iu-Reply. Heave of absence was granted to Mr. i. L. laylor (Christchurch) for tour weeks. Sir James Carroll (Acting-Premier) Ak moved that a vote of symnathv of the House be tendered to‘the widow and family of the late Hon. W. C. Smith, M.L.C. Sir James Carroll (Acting-Premier) seconded the motion, and Messrs. Hall and Duncan referred in sympathetic terms to the great work accomplished by the deceased gentleman. On the motion of Sir James Carroll the House adjourned till 2.30 on Iriday out of respect to the memory of the late member. The House rose at 3.45.
