BRITAIN CONSULTED.. London, July 18. Britain is being kept informed of the Franco-German negotiations over Morocco. WAR CLOUDS. FRANCE INSULTED BY SPAIN. (Received 19, 10.5 a.in.) Paris, July 18. The Franco-Spanish friction at Alcazar has culminated in the Spanish Guards arresting M. Boisset ,French Consul, and marching him through the streets, with their muskets levelled, to the Spanii'i commander, who released him without apology. Paris is incensed, and declares that hitherto France has treated Spanish excesses as puerilities, and a icpiimand is now necessary. Cabinet has demanded an explanation.
