London, July 14. “Tho Times’ ” Madrid correspondent states that Colonel Sylvestre, the Spanish officer commanding at Alcazar, was over-zealous when he made a demonstration in the direction of Wazan. Tho Spanish Government assured France they had ordered Sylvestre not to cross the river Lucas. M. Monier has sailed in the Rabat for Casablanca. A servant of the French Consul at the Alcazar camp was arrested at the door of. his master’s house and forcibly conducted to the Spanish camp. The Consul was unable to secure his release. • (Received 15, 9.10 a.m.) Tangier, July 14. Five hundred further Spanish troops have been landed at Laracho.
