In tiie debate on the Reciprocity Bill, Mr. Cummins warned tiie Republicans that the passage oli the Bill would mean ruin to the Republican Party. He contended that the Bill was imperfectly drawn, consequently Canada would be able to recognise one half of it without compulsion to accept the whole.
