THE KAISER.
When the politics of the world drop; wearily and monotonously, or at such a time as the present, when the cahlecrammer has been startled out of his habitual calm, and sends a Hood of unexciting Coronation news to How, over the irritated sub-editor’s table, and block Jiis waste-paper basket, and weary his readers —then Kaiser Wilhelm of Germany bursts forth cheerily, and once more sets the whole world a-laughing (remarks an exchange). ' This time lie says that Germany is “a block of steel forged by the hammer of God,” and that the peace of Europe is assured by the strength of the German nation. Ibis is akin to saying, when there is a lull before the thunderstorm, that the 101 l is very lino weather, and that the thunderstorm is responsible for it. Germany is the principal obstacle in the way of a universal peace; the feverish activity in German dockyards and German military camps, together with • the frequent hysteria of the German ruler, is Europe’s gravest danger; the fact that Germany lias signed fewer Peace or Arbitration treaties than any other ■of the great Powers is a sufficient comment upon her pacific intentions. The work of German diplomats in Morocco, in the Balkans, in Asia Minor, in the FaxEast, is constantly disturbing the peaceful settlement of things by other and setting them by the ears. And this is the country, forsooth, that conserves the peace of Europe!
